Reduced thrust take-off to save on unnecessary wear. The IL76 airplane manual has graphs to calculate the reduced power settings for a set of given conditions. Basically there is reserve thrust available should the crew require more. Nevertheless, doesn’t look safe.

They had plenty of runway behind them before they started their takeoff roll. The most useless piece of real estate for a pilot is the runway behind them.
